For the Clubs of Ignis, Swift, SX4 and Splash.
Made: 13.01.2007.
Bill made for the inner regulation of the Clubs of Ignis, Swift, SX4 and Splash, which is in strictly related to the memorandum and articles of association.
1.)
The association's and its Clubs' common directorate is the Presidency: President, Deputy President, Secretary, and 2 presidency members.
2.)
The presidency has a quorum if the members' votes are concurred with the majority of two-thirds, or if they are split 50-50%, but the president's vote counts double in this case.
3.)
The presidency decrees to live with regulation against members who hamper the functioning of the association by their passivity. So it splits the whole membership into active and advocate membership.
Active membership interpretation: Members, who take an active role in the functioning of the association, help its advancement with their work, and compulsorily take upon themselves to participate in the general assembly. They help the presidency's work with their votes and decide on the merits of the club. They enjoy the discounts provided by the club and may take part in the meetings and participate in the organization as far as possible.
Advocate member is who uses the discounts provided by the club, enjoys its benefits, may participate in the meetings and doesn't stand committed to take part in any matters of the association. They take the decisions voted by the active members compulsorily, but do not have a say in them.
Those active members, who hamper the advancement of the association by their acts, will be immediately qualified into advocate members by the majority vote of the presidency.
There is no difference financially between the two memberships, namely the membership fee is equal, except if the advocate member is an organization, an association, a corporate body or a natural person bestowed with legal body. For them, the matter of advocate membership comes along with a separate contract. Active member can only be natural person.
To be an active or advocate member is the choice of the member. This choice can only be made twice a year, on the anniversary and on the innovation of the membership. The written request must be passed to the presidency.

Those members, who with their acts, comments or attitude violate, hinder, disorganize or endanger the normal functioning of the association by giving false information, by the statement of the presidency, if they are active member, they will be immediately qualified into an advocate member and will be made to remedy the grievance.
If they are advocate member, the authority to use the webpage of the club will be denied immediately and they will be made to remedy the grievance, if they do not do it, they may be deleted from the membership, they lose their discounts, their club-card become invalid. The list of the excluded members, in virtue of the id and the nickname, is shown publicly on the webpage of the club. The disapproved act is determined by the presidency's majority vote of two-thirds.
The members have to be notified in writing and the answer too has to be sent written.
Those members, who leave the association of their own motion, but wish to become member later, have to be made to pay new membership fee, and if they do not do it, their request has to be repelled. The member has to notify the presidency of their leaving in writing, which may be by e-mail or by post. The leaving has to be done at least within the next 24 hours dated from the declaration.

The presidency has to notify the membership in general by e-mail or in special case by post. The accuracy of the information given at the registration has to be guaranteed by the member, their changes have to be annunciated toward the presidency and the modification has to be sent in writing. They can not refer that they have not received the notification by e-mail or by post.
The whole membership has to be notified by the news with every happening in the association and concern the full membership. Those members' request, whose membership expires, but wish to renew it, the presidency may review or may even repel.

The commitments and rights of the presidency (supplement):
The president, the deputy president, the secretary and the two presidency members are elected for 3 years on the general assembly. The elected presidency, the elected members of presidency take upon themselves to work for the association keeping to the fore the future of the association with the best of their knowledge. They organize meetings, which they take part of personally to the greatest degree of possibility. They make contracts with business, companies and persons, who give discounts for the club members. For the merit of the function of the association, they may rent out advertisement areas to increase the income or may make sales promotions in the name of loyalty of trademark, of which the whole income must be paid fully into the safe of the club. These incomes serve the activity recorded in the founding document. The association does not carry on enterprising activity.
They may ask for test-cars for tests in which an article is written about the given type that is illustrated by photo shots and appears on the webpage of the club.
The moderators are elected by the presidency and are working by the moderating rules.
The presidency makes summaries for every quarter year, and which appears publicly along with the financial summary on the webpage.
If there happens to be mistrust against the presidency or any of its members, the notice has to be sent written to every member of the presidency in the next 14 days dated from the release of the summary with concrete reason. The presidency takes upon itself to examine the case and notify the connected persons in 8 workdays. Any member of the presidency can be removed for their behavior or attitude against the club, if the disciplinary committee condemns or the participants of the general assembly ask for it in majority of two-thirds. In this case the person can never again be office-bearer.
The finance of the association is handled by the secretary. Double signature is needed for money moving from the account of the association, which is done by the president or the deputy president and the secretary. The money taken up must be given fully to the secretary who handles it, files it, if needed, gives out money, which must be accounted by bill and they must collect the bills of the spent sum.
The bookkeeper of the association takes over and handles the bills monthly. The bookkeeper gets their fix honorarium broken up into 12 monthly sums. They stand for the association in front of the authorities and handle the documentation. They give financial summary once every year in front of the general assembly.
Every member, be active or advocate, even if they are member of presidency, must pay the yearly membership fee to the safe of the club. Every card valid until withdrawal and honorary membership card is invalid since 14.01.2007. These members have one month to renew their membership. The membership and the card is valid dated from the day payment, which is shown on the card.
The leadership of the association may entrust outer business, company which maintain and develop the webpage of the association. The payment of it is matter of contract and there must be bill of it.

The process of the general assembly:
Every active member must appear on the general assembly. The active member must notify of their absence, giving reason, beforehand in e-mail the presidency. The active member can entrust instead of themselves another active member in writing to stand for their decisions. They are available to vote in writing with the signature of two witnesses or legalized by notary public, which must be posted to the presidency in closed, registered envelope.
The general assembly must be organized at least once a year, separate from other meetings, for which the invitation must be sent by e-mail to the active members at least 15 days before the event. Exceeding general assembly can be kept every other time (the same day as a meeting, but not concurring) declaring it suitably like the normal yearly general assembly.
The appeared members under alcoholic influence must be excluded and disciplinary procedure must be started against them. At the arrival of the active members a list must be made with the appeared members names, addresses and signatures. The general assembly is lead by the president or their commissioned. On the general assembly, the leader gives the word for the members. Everyone has the right to comment or reveal their opinion in the given topics, as long as they do it in normal tone. The general assembly does not have room for shouting, obscene expressions and profanities. This kind of member must be asked to end their speech or, in serious case, must be excluded from the general assembly.

Disciplinary matters of the membership:
Any member, irrespective of gender and age, who infringe the rule of the association or cause damage to the reputation of the association, be it in their own volition or involuntary, must be taken I front of the disciplinary committee and actions must be made against them. Legal redress has no room if the willfulness gains certainty. The excluded member is PROHIBITED to be taken back into the association.
10.)
The C.O.C. can be modified by the majority vote of the presidency members, but the modifications must appear in the news and the active members must be notified of them in newsletter.
